EESSI ist eine von der EU-Kommission initiierte digitale Plattform als eGovernment-Portal, um den Datenaustausch zwischen den rund 15'000 europäischen Trägern der Kranken-, Renten-, Unfall- und Arbeitslosenversicherung sowie der Familienleistungen zu vereinfachen (Electronic Exchange of Social Security Information, EESSI).

corix AG hat bereits mehrere Nationale Fachapplikationen an EESSI erfolgreich angebunden.

Die Protokolle des EESSI-Netzwerkes sind komplex und die administrativen Einstiegshürden hoch. Automation der aufwändigen Arbeiten mit RINA

Die «Reference Implementation of National Application» RINA ermöglicht die Teilnahme am EESSI-Netzwerk mit allen Business Use Cases in allen unterstützten Sektoren. Wegen seinem breiten und generischen Einsatzbereich ist die Fallbearbeitung mit RINA aber oft aufwändig und sehr personalintensiv. Für seltene Business Use Cases ist dies akzeptierbar, für eine Verarbeitung einer Vielzahl von Fällen pro Jahr jedoch eine unnötige Mühsal.

Referenzen

Die corix AG durfte im Jahr 2018 die Fachapplikation ALPS ans EESSI-Netzwerk anbinden. Die «Applicable Legislation Platform Switzerland» ist eine vom Bundesamt für Sozialversicherungen entwickelte Webapplikation, mit welcher Auslandeinsätze von Firmenmitarbeitenden und Selbständigerwerbenden in den EU-, EFTA- und anderen Vertragsstaaten geregelt werden. Das Projekt dauerte rund 1 Jahr und seit 2019 wurden darüber mehrere Hunderttausend Fälle abgewickelt.

Die Anbindung erfolgte ursprünglich über RINA-BMI, einer von der EU entwickelten Komponente. Aus betrieblichen Gründen wurde diese Komponente im Jahr 2021 durch eine robuste und besser wartbare Eigenentwicklung, dem EESSI-Adapter, ersetzt und produktiv gesetzt. 

Im Frühjahr 2022 hat uns die Landesverwaltung von Liechtenstein beauftragt, eine Fachapplikation für die Sektoren «Unemployment Benefits» und «Sickness» zu entwickeln und ans EESSI-Netzwerk anzubinden. Aufgrund der Anforderung, später weitere Business Use Cases aus diesen und weiteren Sektoren zu implementieren, entschieden wir uns, alle bislang gesammelte Erfahrung zu bündeln und in ein neues Produkt, den EESSI-Gateway einfliessen zu lassen. Diese Middleware koppelt den Access Point von Liechtenstein mit LiNA, der «Liechtenstein National Application».

EESSI is a digital platform initiated by the EU Commission as an eGovernment portal to simplify the exchange of data between the approximately 15,000 European institutions for health, pension, accident and unemployment insurance as well as family benefits (Electronic Exchange of Social Security Information, EESSI).

corix AG has already successfully connected several national applications to EESSI.

Automation of time-consuming work with RINA

The "Reference Implementation of National Application" RINA enables participation in the EESSI network with all business use cases in all supported sectors. However, because of its broad and generic scope, case processing with RINA is often time-consuming and very personnel-intensive. For rare business use cases this is acceptable, but for processing a large number of cases per year it is an unnecessary hassle. 

For 21 years, we have successfully developed and operated customised software for both the public sector and medium-sized enterprises. Our engineers have proven in dozens of projects that they can successfully develop reliable, robust, performant and scalable client / server applications that do not lose their adaptability even after many years of operation.

References

In 2018, corix AG was able to connect the Swiss National application ALPS to the EESSI network. The "Applicable Legislation Platform Switzerland" is a web application developed by the Federal Social Insurance Office, which is used to regulate foreign assignments of company employees and self-employed persons in the EU, EFTA and other contracting states. The project lasted around one year and several hundred thousand cases have been processed since 2019.

The connection was originally made via RINA-BMI, a component developed by the EU. For operational reasons, this component was replaced in 2021 by a robust and more easily maintainable in-house development, the EESSI adapter. 

In spring 2022, the Liechtenstein government commissioned us to develop a specialised application for the "Unemployment Benefits" and "Sickness" sectors and to connect it to the EESSI network. Due to the requirement to implement further business use cases from these and other sectors at a later date, we decided to bundle all the experience we had gathered so far and incorporate it into a new product, the EESSI gateway. This middleware couples the Liechtenstein Access Point with LiNA, the "Liechtenstein National Application".
